Public Engagement Information

The New York State Department of Health has scheduled multiple public opportunities for stakeholder engagement, including EVV Regional Listening Sessions. This website also serves as a platform to engage Medicaid beneficiaries and family caregivers, providers, advocates, and others. It will be regularly updated with meeting times/locations, resources, and any other pertinent information regarding EVV.

The Department recognizes there are multiple services and service delivery systems that are impacted by the implementation of EVV. To ensure a smooth transition and implantation of EVV, the Department is committed to collaborating with individuals and groups affected by this change. Their input is essential to the development and implementation of EVV for home and community-based services offered by New York State Medicaid.

DOH will host a series of technical collaboration calls to assist with questions related to EVV implementation.

Past Activities

NYSDOH held multiple EVV Regional Listening Sessions from May 2019 through July 2019. The Listening Sessions included online webinars and several in-person sessions across New York. Additional information on the Listening Sessions, including presentation slides and recordings, can be found below.

EVV Stakeholder Convening Report

The EVV Stakeholder Convening Report includes a summary of the feedback received at the Listening Sessions as well as responses to a survey of personal care and home care providers.

EVV Request for Information (RFI)

NYSDOH issued a Request for Information (RFI) in 2019 to solicit information from vendors regarding EVV solutions. The RFI assisted NYSDOH in beginning to identify EVV solutions that that met EVV requirements while addressing and reflecting, to the maximum extent possible, input received from stakeholders.

NYSDOH then compiled a summary report of the information learned from the RFI. This report, along with stakeholder feedback received during the Regional Listening Sessions, was used to help inform New York’s selection of a model for implementing EVV.
