Meaningful Use (MU) Public Health Reporting

The Eligible Professional (EP), Eligible Hospital (EH), or Critical Access Hospital (CAH) is in active engagement with a Public Health Agency (PHA) or Clinical Data Registry (CDR) to submit electronic public health data in a meaningful way using Certified EHR Technology (CEHRT), except where prohibited and in accordance with applicable law and practice.

Important MURPH System Service Update

The Enhanced Meaningful Use (EMU) Program is scheduled to end on December 31st, 2021. All EMU related registry support for New York State Department of Health (NYSDOH) and New York City Department of Health and Mental Hygiene (NYCDOHMH) will cease on the aforementioned date. Once the registry support for the program ends, your Audit Report Card (ARC) will serve as the only source of truth containing evidence of your program participation in case of an audit initiated by the Office of the Medicaid Inspector General (OMIG).

New registrations are no longer being accepted in the Meaningful Use Registration for Public Health (MURPH) system. The main function of the system at this time is to facilitate access to Active Engagement records in the form of Audit Report Cards. All contacts are strongly encouraged to download the Audit Report Card for their registration prior to December 31st, 2021. This document should be kept for a minimum of 6 years to support the practice in the event of a post payment audit.

If you or your practice have any questions or concerns regarding this information, please contact our Public Health Reporting Support Team by email at or by phone at 1-877-646-5410, Option 3.
