RE: Transition of NHTD and TBI Waiver Populations to Managed Care

Dear Ms. Allen and Mr. Mccooey:

Thank you for your contfnut1d participation in discussions relating to the transition of Nursing Home Transition and Diversion Waiver and Traumatic Brain Injury Waiver programs into the Medicaid managed care program. The Department is committed to developing policies and procedures that will promote a smooth transition of these benefits. We support and recognize the importance of maintaining these services and the important rote they play in providing access to health care and supportive services for these vulnerable populations. To that end, the Department is extending the implementation date from January 1, 2016 (for NHTD services) and April 1, 2016 (for TBI services) to January 1, 2017.

To ensure the thoughtful development of a transition plan, the Department will convene a stakeholder work group, we expect the work group will discuss and develop recommendations on all the issues involved.

We plan to convene the work group for its first meeting shortly, with recommendations to be submitted by August 1, 2016.

Additionally, in order to minimize disruption, we plan to maintain the current reimbursement that the NHTD and TBI Waiver providers currently recieive ln the fee–for–service system for two (2) years after transition.

We look forward to a continued dialogue regarding this transition, and l hope we can continue to work together to create an efficient and effective deHvery system for all New Yorkers.
