To help formulate state and federal policy in tandem with the goals of NY State DOH and WHO in regards to A Conceptual Framework for Action on the Social Determinants of Health W.H.O. World Health Organization Geneva 2010

Q4 Innovation Executive Summary. Please describe the innovation, and how it addresses the social determinants of health. Please identify how the innovation addresses the 6 innovation criteria (i.e. ROI, scalability, feasibility, evidence–based support for innovation, relevance to the Medicaid population and speed to market).
Develop a dental care center in Upstate New York that addresses the O.R. needs of special needs and dental phobic children that are clearly not being met and have outstripped the resources of existing healthcare institutions. Scaleability would be based on needed numbers of cases vs. backlog of existing institutions; funding would come from the legislature as a budget item, the need is especially in the Medicaid population and could be implemented very quickly due to the availability now of graduating DDS's and additionally new Canadian DDS's given fast tracking for licensure. If they do not include the latter then that plan is defective and harmful to existing dentists in NY State. This center would complete many more treatments than now but would also scale up the dental education of the most needy dental populations in NY Upstate.There currently is no facility solely dedicated to addressing this issue and in talking with the Syracuse dental clinic at Upstate Med Center, they are extremely backlogged for O.R. time to take care of these children. The socioeconomic implications are vast if this was considered for a permanent solution to this problem.
