Group 2 VBP QIP Contracts

  • Contract for Group 2 VBP QIP partners should have been completed by July 1st, 2016.
  • MCO are asked to please submit executed contracts to DOH for record keeping at vbp_qip@health.ny.gov with "VBP QIP Contract (MCO)/(Facility)" in the subject line.
    • Please cc all VBP QIP partners when submitting the executed contract to DOH.
  • If you do not have or anticipate having an executed contract soon, please notify DOH immediately of any issues hindering contracting by sending an email to vbp_qip@health.ny.gov with "VBP QIP Group 2 Contracting Issue" in the subject line.
    • Until partners are able to execute an agreement, they cannot receive VBP QIP funds.

Note: Though deliverables can be completed at any time before the red dates noted on the VBP QIP Timeline. The Department encourages participants to complete them as soon as possible, as the majority of DY2 of VBP QIP should focused on setting up VBP contracts, which must be in place between Facilities and MCOs by April 1st, 2017.


VBP QIP Financing Update

  • The State released a portion of Cycle 2029 early on Monday, July 11th, 2016.
  • The July 11th payment provided a six month (April 2016 - September 2016) gross advance of the State Fiscal Year (SFY) 2016-17 funding outlined in each individual VBP QIP Acceptance Letter, in order to ensure continued funding for VBP QIP in SFY 2016-17.
  • It is the Department´s expectation that MCOs begin sending the April through July 2016 VBP QIP payments at the new funding levels (if they have not already been completed), once contractual obligations have been met.
    • Group 2 public hospitals still require a completed indemnification letter before any payments can be effectuated.
    • All Group 2 hospitals require an executed contract before any payments can be effectuated.
  • The State generated a receivable for the early transactions, and once the April 2016 Mainstream Managed Care premiums are approved by CMS, the State will recover the transactions in Cycle 2038 on September 1st, 2016 from State payments to MCOs.
    • This recovery will reduce MCOs´ normal September cycle payment by amount stated in the notifications sent out by DOH.
