Funding Structure – Year 1 (DSRIP Y3)

  • OHIP issued Attestations of Compliance with the Managed Long Term Care Workforce Investment Program Funding to participating MLTC Plans February 20, 2018; executed Attestations were returned February 23, 2018
  • Attestations outlined funds for Year 1 (DSRIP Y3) of MLTC Workforce Investment Program ("Program") participation
    • 5% to be retained by MLTC Plan
    • 95% to be distributed in the form of a lump sum payment to partnered LTC WIOs
  • Y1 Program funds to be distributed to LTC WIOs by April 1, 2018
  • Y1 Program funds to be spent between April 1, 2018 and March 31, 2019
  • Remaining Y1 Program funds unspent will be returned to the NYS DOH in a manner determined by the Department

Spend Parameters

  • Funds are to be used for training activities related to the long term care workforce, with the goals of supporting the critical long term healthcare workforce infrastructure through retraining, redeployment, and enhancing skillsets
  • Funds cannot be used to supplant existing activities, operations and expenses
  • Salaries are not permissible except for those in the LTC WIO whose primary job function is to:
    • Manage the LTC WIO MLTC Workforce Investment Program–related activities
    • Manage and/or provide training related to the chosen menu of Workforce Development Initiatives supporting DSRIP objectives

Eligible Costs

Including but not limited to the following Administrative Costs:

  • Salary and Fringe for the following types of personnel:
    • Project Director
    • Administrative Support Staff
    • Training Coordinator
    • Administrative Fiscal/MIS Staff
    • Training MIS Staff
    • Training Assessment Staff
    • Instructors
    • Curriculum Developer

Including but not limited to the following Operational Costs:

  • Contractual Expenses
  • Equipment
  • Space/Property Expenses
  • Operating Expenses
    • Training Supplies/Equipment
    • Dependent Care

Ineligible Costs

  • Fringe benefits for Lost Staff Time or Wage Subsidies for participants
  • Dependent Care request while participant is in training during normal work hours
  • Professional licensure fees (examination fees to obtain the professional license are eligible)
  • Purchase of major pieces of depreciable equipment, or remodeling or modification of structures
  • Instruction costs related to in–service training
  • Gifts

Performance Evaluation

  • MLTC Plans will be required to report baseline information on compensation and benefit data, along with workforce trainings and recruitment initiatives currently offered by plans to providers and their employees
  • OHIP will require MLTC Plans to submit the LTC WIO report/analysis of use of funds
  • Data to indicate what can be learned about the impact of the training offered by the LTC WIOs on patient outcomes and quality of care
