2024 Updates

Dear Colleague,

This letter contains information about edits incorporated into the 2024 Quality Assurance Reporting Requirements (QARR) Technical Specifications, Patient Level Detail (PLD) for Measurement Year (MY)
2024 reporting. The information contained in this clarification has been incorporated into a revised version of the QARR Technical Specifications for MY2024. The updated files are posted on our Managed Care Information for Health Plans page. The revised specifications should be used in the plans' processing for MY2024 QARR.

This clarification includes the following changes made to the 2024 QARR Technical Specifications Manual.

Prenatal Care Measures/Birth File specifications: (page 27) Removed * in " If using a four-digit PFI, it must be LEFT justified. Do not add a leading zero" statement. There is no additional instruction to note, four-digit PFI codes are to be left justified with no leading zero

  • 30=Other (Indirect) – Use when "other" indirect method is used to determine Race.
Source of Ethnicity Data
Valid values have been updated to align with NCQA/HEDIS specifications.
  • 28=Unknown – Use this as the ethnicity source value when the member's ethnicity is "UNK" for Unknown Ethnicity.
  • 30=Other (Indirect) – Use when "other" indirect method is used to determine Ethnicity.
Asian American Subgroups
  • Updated values
       19=Two or more subgroups
       20=Unknown
       21=Declined
       00=Not Asian
PLAN CATEGORY
  • New tier added for expanded Essential Plan 200-250 Individuals with income greater than 200 percent of the FPL and less than or equal to 250 percent of the FPL
Social Needs Screening & Intervention (SNS-E)
  • Label and description for numerator 5 has been updated to represent transportation insecurity screening; column start 484.
