Description: The Uniting for Ukraine (U4U) supplemental allocation will fund TB services for Ukrainian humanitarian parolees and to enhance overall TB clinic operations. A competitive procurement was not feasible because the New York State Public Health Law Article 22 section 2202 mandates the responsibility of providing/securing tuberculosis services to local health departments. County health departments with high morbidity have the experience and resources to offer the TB testing and evaluation services needed.
The New York State Office of the State Comptroller’s Bureau of Contracts on 11/17/22 approved a request for exemption from giving notice in the New York State Contract Reporter for the tuberculosis testing and evaluation of Uniting for Ukraine newcomers from multiple vendors.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
