Single Source Procurement: Trillium Health Inc./EHS Inc. Contract Assignment

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Trillium Health Inc./EHS Inc. Program has made a determination to issue a Single Source Procurement to one eligible grantee to support ongoing currently funded projects.

The New York State Department of Health AIDS Institute (NYSDOH AI) requests to award two (2) contracts to EHS Inc. to provide HIV health care, supportive and prevention services in the Buffalo area to high priority communities, including communities of color and young men who have sex with men. These contracts were originally awarded to Trillium Health Inc., but the organization feels it is in the best interests of its Buffalo-area clients to assign the contracts to EHS Inc.
