Single Source Procurement: Improving Linkage and Access to Treatment for HCV

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Improving Linkage and Access to Treatment for HCV Program has made a determination to issue a Single Source Procurement to 15 eligible grantees to support ongoing currently funded projects.

The New York State Department of Health (NYSDOH) AIDS Institute (AI) intends to extend 15 Hepatitis C (HCV) Improving Linkage and Access to Care and Treatment contracts until new contracts can be awarded. Services link people newly identified with HCV or known to have untreated HCV to comprehensive HCV medical care and treatment and address barriers to HCV treatment initiation and completion. This extension will prevent a gap in services, as a lapse in funding would significantly impact services for people with HCV.

The goal of each funded program is to create an innovative HCV care and treatment model that eliminate patient, provider and health care system barriers. The funded HCV care and treatment model: 1) increases the number of people infected with HCV that get linked to care and 2) improves HCV treatment initiation and completion rates. This is accomplished by implementing evidence-based strategies for linkage to care, treatment adherence and supportive services; and by providing HCV care and treatment utilizing a multidisciplinary care team approach in a primary care setting.
