Single Source Procurement: Technical Assistance Centers

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Technical Assistance Centers Program has made a determination to issue a Single Source Procurement to two eligible grantees to support ongoing currently funded projects.

Since February 1, 2016, both the New York State Coalition Against Sexual Assault (NYSCASA) and The New York City Alliance Against Sexual Assault (The Alliance) have been funded to serve as the Training and Technical Assistance Center to rape crisis and sexual violence programs. This funding was intended to focus on assisting programs with developing their capacity to deliver assistance to New York State colleges and universities to support the requirements in the Enough is Enough Law (New York State Education Law 129-B).

Through these contracts NYSCASA and The Alliance provide training, technical assistance and support to the rape crisis and sexual violence programs in developing and implementing prevention education, awareness activities and victim services on college campuses, as well as in their communities. This training and technical assistance is based on an annual needs assessment and is delivered through online and in-person training and technical assistance, as well as, the annual provider meeting.
