Single Source Procurement: Targeted High Impact HIV Prevention and Support Services

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health AIDS Institute program has made a determination to issue a Single Source Procurement to 34 eligible grantees to support ongoing currently funded projects.

The funds through this will support a high-impact approach to HIV/AIDS prevention efforts as well as goals related to ending the epidemic in New York State. These initiatives serve minority populations, which have been disproportionately affected by HIV/AIDS. These were the first HIV/AIDS service programs to receive funding in New York State and remain the backbone of HIV/AIDS services.

Funding allows for the provision of targeted HIV testing; behavioral counseling; STD/HCV screening and linkage to care; targeted client recruitment; evidence-based interventions to people who are HIV positive, their partners and persons who engage in high-risk behaviors; harm reduction services; linkage and navigation to care; condom education, promotion, and distribution; health promotion activities; community engagement and mobilization activities; and other services. These programs currently prioritize communities of color. Community-level interventions and activities aim to reach men of color who have sex with men, incarcerated individuals, substance users, adolescents, families, heterosexual men and women, young women with children, and other communities at increased risk of HIV infection.
