Single Source Procurement: Public Health Campaign for Sexually Transmitted Disease (STD)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health AIDS Institute Program has made a determination to issue a Single Source Procurement to five eligible grantees to support ongoing currently funded projects.

The New York State Department of Health (NYSDOH) AIDS Institute (AI) is proposing to extend five (5) contracts in the initiative, Public Health Campaign for Sexually Transmitted Disease (STD) Services, while a new Request for Applications (RFA) is completed. The contracts are with local health departments that have some of the highest rates of sexually transmitted infections (STIs) in the state outside of New York City (NYC). The NYSDOH AI is in the process of developing a new, broader sexual health initiative that gathers several previous initiatives under one umbrella and includes funding from several sources. The new initiative will focus efforts on improving access to sexual health screening, prevention, and care for New York State (NYS) residents residing in specific counties outside of NYC. The RFA will support a clinic service model of integrated disease prevention, screening, diagnosis and treatment of HIV, syphilis, gonorrhea, and other STIs, and provision of prevention strategies including Pre¬Exposure Prophylaxis (PrEP) and Post-exposure Prophylaxis (PEP).
