Single Source Procurement: School-Based Dental Sealant Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health Bureau of Child Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health has made a determination to issue a Single Source Procurement to 23 eligible grantee to support ongoing currently funded projects.

The purpose of this program is to fund the School-Based Dental Sealant Program, delivered through existing School-Based Health Center-Dental (SBHC-D) clinics, to increase the utilization of dental sealants in underserved second and third grade children. Reducing the prevalence of dental caries among New York State’s children through SBDSP is an activity under the Department’s 2020 – 2025 Title V Maternal and Child Health Services Block Grant State Action Plan.

SBDSPs are distinct initiatives to promote the use of sealants and are recommended by the Center for Disease Control and Prevention’s Community Preventive Services Task Force based on strong evidence of effectiveness in preventing tooth decay. These programs target schools in low income areas and are often identified based on the percentage of children eligible for the federal free and reduced-price school lunch program. This extension fills a critical void.
