Single Source Procurement: Safer Bars Expansion

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Safer Bars Expansion Program has made a determination to issue a Single Source Procurement to 52 eligible grantees to support ongoing currently funded projects.

The Bureau of Women, Infant and Adolescent Health (BWIAH) requested approval of a single source waiver to add funding to its 52 (Rape Crisis) Enough is Enough (RCEiE) program contracts to support training on the evidenced-informed Safer Bars Curriculum.

The RCEiE contractors assist colleges and universities with response to and prevention of sexual assault, domestic violence, dating violence and stalking on college and university campuses per the NYS Enough is Enough Statue (NYS Education Law Article 129-B). The RCEiE contracts were awarded through a non-competitive procurement for a three-year period. Award amounts were based on the total number of college students enrolled in colleges and universities located in the counties served by the RCEiE contractors (rape crisis and sexual violence programs), as reported in the State Education Department (SED) Office of Research and Information Systems (ORIS), Information Reporting System (IRS).

The additional funding will support training costs including a 2-day Safer Bars Curriculum training, curriculum training materials, bar/restaurant establishment social marketing materials, and related travel (training/implementation) costs for contract year May 1, 2020 – April 30, 2021. Once RCEiE programs are officially trained, they will have the ability to conduct the Safer Bars Training to all interested alcohol-serving establishments located within their local campus communities across the state.
