Single Source Procurement: Prevention Services in Long Island

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Prevention Services in Long Island Program has made a determination to issue a Single Source Procurement to 15 eligible grantees to support ongoing currently funded projects.

The overall goal of this program is to support a high impact approach to prevention efforts. Funding allows for the provision of targeted HIV testing, behavioral counseling, STD/HCV screening and linkage to care, targeted client recruitment, evidence based interventions to HIV positive persons, their partners, and persons who engage in high risk behaviors, harm reduction services, linkage and navigation to care, condom education, promotion, and distribution, health promotion activities, community engagement and mobilization activities, and other services which support the implementation of the Governor’s three-point plan to end AIDS.
