Single Source Procurement: HIV, STD, HCV Prevention and Related Services for Young Gay Men/Young Men who have Sex with Men, and Young People Through the Use of Health Advocates – Contract Extensions

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, HIV, STD, HCV Prevention and Related Services for Young Gay Men/Young Men who have Sex with Men, and Young People Through the Use of Health Advocates Program has made a determination to issue a Single Source Procurement to 27 eligible grantees to support ongoing currently funded projects.

The New York State Department of Health (NYSDOH) AIDS Institute (AI) is requesting to extend contracts for twenty-four (24) months that fund community-based approaches promoting awareness of sexually transmitted diseases (STDs) and testing among young gay men and young men who have sex with men (MSM), with particular emphasis on communities of color. The proposed extensions will prevent a gap in services while a new competitive procurement is completed. The new competitive procurement has been delayed due to COVID-19.
