Single Source Procurement: Prescribing PrEP in STD Treatment Settings - Contract Extensions

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Prescribing PrEP in STD Treatment Settings Program has made a determination to issue a Single Source Procurement to four eligible grantees to support ongoing currently funded projects.

The New York State Department of Health AIDS Institute (NYSDOH AI) is in the process of extending four (4) contracts to continue funding sexually transmitted disease (STD) clinics aimed at prescribing pre-exposure prophylaxis (PrEP) and offering supportive services to vulnerable populations at high risk of contracting HIV/AIDS. A competitive procurement to resolicit this initiative has been delayed due to COVID-19.

This funding will support the expanded sexual health clinic model, which includes HIV treatment, initiation, and prevention activities such as prescribing PrEP to appropriate candidates. These activities include navigating insurance options for care and medications and referrals, as well as the interventions provided by the medical staff. This funding will provide staff who set up and maintain a monitoring program, provide adherence support and encourage links to a primary care provider for ongoing care.
