Single Source Procurement: Personal Responsibility Education Program (PREP) – Contract Extensions

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Personal Responsibility Education Program (PREP) Program has made a determination to issue a Single Source Procurement to seven eligible grantees to support ongoing currently funded projects.

The goal of the Personal Responsibility Education Program (PREP) is to improve sexual health and other health outcomes for adolescents; promote preventive health care services including reproductive health and family planning services for adolescents; provide three of six adult preparatory subjects and to decrease disparities in all core outcomes among New York State (NYS) adolescents. PREP’s focus is to provide services for youth populations that are the highest risk or vulnerable for pregnancies, sexually transmitted diseases and HIV. These include youth in foster care, homeless youth, youth involved in the juvenile justice system, youth with HIV.AIDS, and culturally underrepresented youth populations.
