Single Source Procurement: Asset Verification System

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. Title VII, Section 7001(d) of P.L. 110-252 (Supplemental Appropriations Act of 2008), added a new section, 1940, to the Social Security Act. Section 1940 requires all states to implement an electronic system for verifying the assets of aged, blind or disabled (SSI-related) applicants for and beneficiaries of Medicaid. The Department of Health has released a new competitive procurement and is currently waiting to receive proposals from potential bidders to provide this service. This extension will avoid a gap in services, until the existing or new contractor can be selected through the RFP process.
