Single Source Procurement: Newborn Screening Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health (NYSDOH) is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. Due to the proprietary nature of Illumina’s NGS instrumentation, software, test kits and associated consumables, only Illumina can provide the required materials. The items covered under contract PA32639 continue to represent proprietary technology and materials specific to the Illumina NGS systems currently owned by Wadsworth Center. No other source is available for these items.
