Single Source Procurement: 7200A/7016D Autosampler

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Wadsworth Center has made a determination to issue a Single Source Procurement to one vendor to support ongoing currently funded projects.

The Wadsworth Center’s Division of Environmental Health Sciences seeks approval for one-time purchase of the Entech 7200A/7016D Autosampler. In the United States there are only two companies that make preconcentrator/autosampler systems that will work with Wadsworth’s in-house canister equipment and meet EPA TO-15A recommendations. Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
