Single Source Procurement: Electronic WIC Benefits Card Holders

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The program reviewed the amount of information they needed to supply the participants and due the reduced size of the holders – check size to credit card size, determined that they would need a 16-page holder to ensure all the information is provided and legible. As such, the selected vendor, William Exline, Inc. owns the patent and copyright for this 16- page size holder. Thus, they are the only supplier of such holder.
