Single Source Procurement: Medicaid Redesign Team - Health Information Technology

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Medicaid Redesign Team - Health Information Technology Program has made a determination to issue a Single Source Procurement to three eligible grantees to support ongoing currently funded projects.

The Health Disparities Workgroup of the Medicaid Redesign Team released its final recommendations on October 20, 2011 which included Medicaid enhancements and expansions to promote maternal and child health, including initiatives to demonstrate the effective and efficient use of (Health Information Technology (HIT) among hospitals, health care systems and community-based organizations to improve coordination and delivery of care.

From 2014 to 2019, the three contracted vendors in the MRT-HIT initiative developed, tested and implemented a technology infrastructure that supports perinatal risk identification, assessment and referral, and facilitates information sharing across a network of health and social service providers for coordination and delivery of care for high-risk pregnant women.

The overall purpose of this initiative has been to demonstrate the effective use of HIT to coordinate perinatal services across a network of providers, reduce costs by streamlining fragmented and redundant systems, and improve quality of care.

This expansion will enable the three existing vendors to continue the work and submit the final data to the Department. Now that the MRT-HIT systems have been fully developed and implemented, this final step will complete the original initiative purpose by providing data regarding the effectiveness of the HIT.
