Single Source Procurement: HIV/AIDS Epidemiology Surveillance
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. Current surveillance procedures require laboratory and physician reporting of HIV/AIDS to NYSDOH AI. As per Public Health Law Section 2786, eleven (11) counties, including Monroe County, have established HIV/STD disease intervention programming and possess the authority, along with New York State, to implement disease investigation activities within their jurisdictions. No community-based non-profit agency has this authority, making a competitive process unfeasible.
