Single Source Procurement: Vital Check Network
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health (NYSDOH) Bureau of Vital Records (BVR) entered into a five-year single source contract (C034882), with LexisNexis VitalChek Network, Inc. for the purchase of the software platform Database Application for Vital Events (DAVE) which currently consists of a birth, death and fetal death modules. The contract is effective July 1, 2019 through June 30, 2024. The Department intends is to amend the existing 5-year contract to take advantage of LexisNexis top tier, high-availability hosting data centers and services to significantly reduce costs associated with operation of the DAVE application.
