Single Source Procurement: Legal Services for Individuals and Families Living with HIV/AIDS & Family Stabilization Support Services - Contract Extensions

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Legal Services for Individuals and Families Living with HIV/AIDS & Family Stabilization Support Services Program has made a determination to issue a Single Source Procurement to 11 eligible grantees to support ongoing currently funded projects.

The New York State Department of Health AIDS Institute (NYSDOH AI) is requesting to extend eleven (11) contracts while a new competitive procurement is underway and expected to be completed by 12/31/21. The contracts provide legal services for individuals and families to support continuity in HIV care and treatment. The intent of the new Request for Applications (RFA) is to provide funding for comprehensive legal services that include counsel and advice on matters such as consumer/finance, education, employment, family, health, housing, income maintenance, individual rights and benefits.
