Single Source Procurement: Childhood Lead Poisoning Primary Prevention Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health, Bureau of Community Environmental Health and Food Protection, has made a determination to issue funding extending 15 Childhood Lead Poisoning Primary Prevention Program contracts for an additional six months, April 1, 2020 – September 30, 2020. The mission of the Childhood Lead Poisoning Primary Prevention Program is to identify and re-mediate homes before the children residing in the home become poisoned by lead found in the residence. The program targets communities with the largest number of homes built before 1980, when lead was still used as a primary ingredient in paint and other building products. The goal of the program is to prevent children from becoming poisoned through education, outreach, coordination of services and remediation to prevention childhood lead poisoning. The prevention of exposure to lead benefits all New York State residents through the reduced burdens on all areas of public health resources. Section 1370A, Subsection 3, of Title X of Public Health Law established the program within the Department of Health.
