Single Source Procurement: Vital Access Provider Technical Assistance

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The 2011-12 Final Budget established VAP funds to ensure greater financial stability to the state’s vital access and safety net providers. These programs were designed to assist uniquely situated and financially challenged health care providers strengthen their fiscal viability and improve their capacity to provide quality care to populations in need. The Department of Health, Office of Health Insurance Programs is in the process of drafting a new RFP to re-procure these critical services. Without an extension to the current contract, there would be a gap in services, putting the Department at risk of losing federal funding.
