Single Source Procurement: Hunger Prevention and Nutrition Assistance Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Comprehensive Family Planning Program has made a determination to issue a Single Source Procurement to nine eligible grantees to support ongoing currently funded projects.

The Hunger Prevention and Nutrition Assistance Program (HPNAP) provides emergency food relief and nutrition services to food insecure populations in New York State. More than 250 million emergency meals are provided through a network of approximately 2,600 Emergency Food Relief Organizations (EFRO).
