Description: HPNAP was established in 1984 as a result of public health concerns about nutrition-related illnesses among persons in need of food assistance. HPNAP works with an established network of more than 2,600 Emergency Food Programs (EFP) including food banks, food pantries and soup kitchens to leverage private and public partnerships to provide approximately 400 million meals each year throughout New York State. In addition, HPNAP incorporates the Just Say Yes to Fruits and Vegetables (JSY) Program which provides vital nutrition information to a population not easily reached by traditional educational means. JSY is federally funded.

The current HPNAP procurement cycle expires 10/31/22. All 45 contractors will have their contracts extended for eight months to avoid a lapse in services in order to align the contract term with a July – June budget cycle, and while the new procurement is complete.
The New York State Office of the State Comptroller’s Bureau of Contracts on June 30, 2022 approved a request for exemption from giving notice in the New York State Contract Reporter for the emergency food service from:
