Single Source Procurement: Financial Assistance for Housing and Housing Retention Services for People Living With HIV/AIDS - Contract Extensions

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Financial Assistance for Housing and Housing Retention Services for People Living With HIV/AIDS Program has made a determination to issue a Single Source Procurement to ten eligible grantees to support ongoing currently funded projects.

The New York State Department of Health (NYSDOH) AIDS Institute (AI) is requesting to extend ten (10) contracts for twenty-seven (27) months until a new competitive process is completed. The contracts support the provision of financial assistance for affordable housing and housing retention services for people living with HIV/AIDS (PLWH/A).

The development and release of a new Request for Applications (RFA) was delayed due to COVID-19. The requested extension aligns this initiative contract period with the DOH Social Determinants of Health Medicaid Redesign Team (MRT) initiative contract period. This alignment promotes coordination and collaboration between the two DOH units that administer the same funding and reduces confusion among providers due to the differing grant cycles. The proposed extensions will prevent a gap in services while the new competitive procurement is completed.
