Single Source Procurement: Maternal & Infant Community Health Collaboratives and Community Health Worker Expansion Consolidation

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Maternal & Infant Community Health Collaboratives and Community Health Worker Expansion Consolidation Program has made a determination to issue a Single Source Procurement to 23 eligible grantees to support ongoing currently funded projects.

The Bureau of Women & Infants Health seeks to extend the Community Health Worker Expansion Program (CHWE) for 12 months (10/1/20 – 9/30/21). As part of the extension of the program, we are also including funding currently allocated to the Maternal and Infant Community Health Collaboratives (MICHC) contracts. The CHWE was created in the Gateway through a Non-Competitive process in lieu of requesting an amendment to the 23 MICHC paper contracts. Currently, each program has 23 contracts with the same 23 not-for-profits, for a total of 46 contracts. This merger of funding would result in 23 total executed contracts and eliminate the need to also extend 23 paper contracts for the same purpose.

The goal of the program is to improve maternal and infant health outcomes, and reduce disparities in those outcomes, for high-need, low income, Medicaid-eligible women, and their families.

Through collective efforts with community partners, the program addresses key barriers that impact maternal and infant health outcomes, and support families to effectively access continuous and coordinated healthcare, and other services and supports in their community, including home visiting. Under the supervision of a licensed professional, community health workers (CHWs) assist high-need, Medicaid-eligible women and families with access to needed services, and provide: outreach; screening/assessments; referral to services and follow-up; information on relevant health topics, including but not limited to prenatal care, childbirth education and support, breastfeeding, and assisting in the development of birth plans; advocacy, and supporting increased health literacy; and enhanced social supports, such as promoting collaborative childcare and support networks.
