Single Source Procurement: Creating Breastfeeding Friendly Communities

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Creating Breastfeeding Friendly Communities Program has made a determination to issue a Single Source Procurement to 6 grantees to support ongoing currently funded projects.

The six Creating Breastfeeding Friendly Communities (CBFC) grantees build/expand community-based breastfeeding partnerships and advance broad-based policy, system, and environmental changes on breastfeeding protection, promotion, support and care management within community settings and businesses, and with childcare and health care providers. The COVID-19 pandemic delayed the development and release of an RFA for this funding and a five-month extension is required in order to complete a formal competitive process and to avoid a lapse in funding for this crucial work.
