Single Source Procurement: COVID-19 Vaccine Response for LHDs (Round 4)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health COVID-19 Vaccine Response for Local Health Departments (LHDs) Program has made a determination to issue a Single Source Procurement to 57 eligible grantees to support ongoing currently funded projects.

The Bureau of Immunization receives funding from the Centers for Disease Control and Prevention (CDC) to promote activities focused on increasing pediatric and adult immunization rates to reduce the occurrence of vaccine preventable disease (VPD). The Bureau contracts with 57 local health departments (LHDs) in NYS outside NYC which use existing infrastructure and collaborations to work in partnership with health care practitioners, schools, birthing hospitals, community agencies, and statewide organizations to achieve this goal.

Local health departments serve as mass vaccinators in NYS outside of NYC when vaccine supply is limited, and as a major safety net for members of the public who lack a medical home or other accessible source of vaccination. LHDs will use these additional funds to conduct vaccination clinics; collaborate with community groups and other health-based organizations to promote COVID-19 vaccine in populations.
