Single Source Procurement: Consumer Assistance for the Aged, Blind, and Disabled Program

Single Source Procurement:

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Consumer Assistance for the Aged, Blind, and Disabled Program has made a determination to issue a Single Source Procurement to four eligible grantees to support ongoing currently funded projects.

The Facilitated Enrollment (FE) for the Aged, Blind, and Disabled (ABD) Program was put in place to aid individuals in the application process for Medicaid and using New York's Health Insurance Marketplace. Trained specialists serve the vulnerable ABD population in the application process. The program currently assists individuals in applying for health insurance programs including Medicaid, Essential Plan, Child Health Plus, and Qualified Health Plans with or without premium tax credits.
