Single Source Procurement: Childhood Lead Poisoning Primary Prevention Program - Contract Extensions

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Childhood Lead Poisoning Primary Prevention Program has made a determination to issue a Single Source Procurement to 15 eligible grantee to support ongoing currently funded projects.

The Department of Health is seeking a 12-month extension of 15 existing contracts with local health departments for the Childhood Lead Poisoning Primary Prevention Program (CLPPPP). The mission of this program is to identify and remediate homes before a child becomes poisoned by lead found in the home. The program targets high risk communities through education, outreach, coordination of services and remediation. The prevention of exposure to lead benefits all New Yorkers through reduced burdens on all areas of public health resources.

CLPPPP is supported through contracts with 15 local health departments (Albany, Erie, Monroe, Oneida, Onondaga, Orange, Westchester, Dutchess, Broome, Schenectady, Chautauqua, New York City, Ulster, Niagara, Rensselaer.) In February 2020, OSC approved a six-month extension of these contracts for the period 4/1/2020-9/30/2020. At that time, it was the Department’s intent to consolidate its childhood lead poisoning prevention programs with an effective date of 10/1/2020, however, beginning in March 2020, staff resources were redirected solely to COVID-19 emergency response efforts, and the contract amendments for the 6-month extensions were not processed. Additionally, the diversion of resources left the Department with insufficient opportunity to plan for the merging of these programs. As such, we would like to request an additional one-year extension and move these paper contracts into the Grants Gateway with a single, 18-month term of 4/1/2020-9/30/2021.
