NY Matters Patient Data Exchange System / Aids Institute

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

This entity has the existing infrastructure and mechanisms in place to enhance the NY MATTERS program as the contractor has been working on this project for the past several years and the funding is only available through the Opioid Settlement Fund Account and only approved by the Opioid Settlement Fund Advisory Board for two years.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm, a competitive procurement was not feasible in this instance.
