Single Source Procurement: Cancer Surveillance, Education and Control

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Cancer Surveillance, Education and Control Program has made a determination to issue a Single Source Procurement to one grantee to support ongoing currently funded projects.

Through the NYS Department of Health, Division of Chronic Disease Prevention, and Roswell Park Comprehensive Cancer Center the Department collects, processes and reports information about the 120,000 New Yorkers who are diagnosed with cancer each year. The cancer registry data are routinely used by programs within the Department of Health, county and local health departments, patient advocacy groups, public interest groups, researchers, and the public. The data are used for public health planning and evaluation, monitoring cancer incidence patterns and trends, and research to identify the causes of cancer. Roswell Park is uniquely qualified to work with DOH in implementing the very broad and comprehensive workplan specified in the Cancer Surveillance, Education and Control Initiative. Roswell Park has the combination of expertise and experience that no other entity in the State possesses. Roswell Park has expertise in cancer services, education, and outreach; a long history of successful research and cancer control and public health collaborations with DOH; and experience working with DOH and Health Research Inc. to implement a complex cancer registry.
