Single Source Procurement: Comprehensive Family Planning and Reproductive Health Program Center for Community Action

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Comprehensive Family Planning and Reproductive Health Program Center for Community Action Program has made a determination to issue a Single Source Procurement to one eligible grantee to support ongoing currently funded projects.

The New York State Department of Health (DOH), through the Bureau of Women, Infant and Adolescent Health (BWIAH) is contracting with John Snow, Inc. (JSI) Research & Training Institute, to serve as the Comprehensive Family Planning and Reproductive Health Program Center for Community Action (CCA), to provide expertise in all aspects of the provision of family planning services. DOH has recently rejoined the Title X program and has had to focus limited staff resources on ensuring compliance with federal Title X grant requirements, and on administering federal funds to the NYS FPP subrecipient network. This contract ensures the stability of the NYS FPP subrecipient network during a critical time period of transitioning back into the Title X program by continuing to contract with JSI, Inc. as premier experts in the field of family planning and reproductive health for the next five years.
