Single Source Procurement: Genetic Disease Screening
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Genetic Disease Screening Program has made a determination to issue a Single Source Procurement to one to support ongoing currently funded projects.
The New York State Office of the State Comptroller’s Bureau of Contracts on 03/28/2022 approved a request for exemption from giving notice in the New York State Contract Reporter for the long-term follow-up and to collect health information of newborns with an abnormal screening test result for an inherited metabolic disorder from Westchester County Health Care Corporation.
Long-term follow-up and data collection are integral components of a newborn screening and genetic services system. Awards are limited to NYSDOH-certified Inherited Metabolic Disorder Specialty Care Centers (IMD SCCs)/
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
