Single Source Procurement: Rural Health Care Access Development Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Rural Health Care Access Development Program has made a determination to issue a Single Source Procurement to one eligible grantees to support ongoing currently funded projects.

The Rural Health Care Access Development Program (RHCADP) provides funds to the State’s rural hospitals to help them reduce duplication of services, improve operational efficiencies and develop affiliations with community based providers.

Objectives are to:

  • plan for or implementing the conversion or diversification of underutilized acute care beds;
  • plan or implement projects that diversify hospital services;
  • plan and/or implement activities for improving cost efficiencies;
  • develop long-term finance or resource plans for the hospitals;
  • integrate services with other hospitals and community-based providers; and
  • further strengthen rural health networks statewide.

The Town of Massena has a five year contract for their hospital under the Rural Health Care Access Development Program. The town no longer wanted to operate the hospital, so it went out on its own as a not for profit facility. The town wants to transfer the contract to Massena Hospital for the remainder of the contract.
