Single Source Procurement: Viral Hepatitis Elimination Dashboard Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Viral Hepatitis Elimination Program has made a determination to issue a Single Source Procurement to one eligible grantee to support ongoing currently funded projects.

The New York State Department of Health AIDS Institute (NYSDOH AI) requests a five (5) year contract with the Research Foundation of City University of New York (CUNY) to develop and maintain the New York State (NYS) Hepatitis C (HCV) Elimination Online Dashboard utilizing the existing infrastructure of the web-based platform for the Ending the Epidemic (ETE) Dashboard. The dashboard will measure, track, and disseminate actionable information on progress toward achieving NYS HCV elimination goals to all interested stakeholders.

In March 2018, Governor Andrew M. Cuomo announced his commitment to eliminate HCV as a public health problem in NYS by increasing access to medication, expanding comprehensive HCV programs, and enhancing HCV treatment services for those at risk. The HCV Elimination Task Force was charged with providing input to NYSDOH AI on the NYS HCV Elimination plan, which identifies targets NYS must meet in order to achieve HCV elimination. Multiple recommendations in the elimination plan include the need to systematically track and disseminate timely information on the progress NYS makes. As part of the Research Foundation of CUNY’s work, targets and metrics will be monitored through a coordinating team, working groups focused on each of the primary metrics, an advisory committee, and an online dashboard.
