Single Source Procurement: Investigator Initiated Research Projects (IIRP) and Innovative, Developmental or Exploratory Activities (IDEA) in Stem Cell Research (Rd 5) - Contract Assignment

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Investigator Initiated Research Projects (IIRP) and Innovative, Developmental or Exploratory Activities (IDEA) in Stem Cell Research Program has made a determination to issue a Single Source Procurement to one eligible grantees to support ongoing currently funded projects.

The New York State Stem Cell Science (NYSTEM) program’s mission is to foster a strong stem cell research community in New York State and to accelerate the growth of scientific knowledge about stem cell biology and the development of therapies and diagnostic methods under the highest ethical, scientific, and medical standards for the purpose of alleviating disease and improving human health.

Dr. Jianlong Wang was a researcher at the Icahn School of Medicine at Mount Sinai and moved to Columbia University. The contract is being assigned to align with his transfer to Columbia University where he will continue his on-going research per the requirements of the grant. Transfer of the contract to ‘follow the scientist’ is considered standard, acceptable practice among biomedical researchers and their institutions, including those funded by the National Institute of Health (NIH).
