Single Source Procurement: Supporting Patient-Centered Services in NYC Department of Health Sexual Health Clinics

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Supporting Patient-Centered Services in NYC Department of Health Sexual Health Clinics Program has made a determination to issue a Single Source Procurement to one eligible grantees to support ongoing currently funded projects.

The New York State Department of Health AIDS Institute (NYSDOH AI) requested to continue a joint venture with the New York City Department of Health and Mental Hygiene (NYC DOHMH) to fund an expanded model for the provision of comprehensive prevention and treatment services within the eight NYC DOHMH Sexual Health Clinics located throughout the five boroughs of New York City (NYC).

These facilites provide low and no-cost confidential sevices to vulnerable New York State (NYS) residents. The “one-stop-shop” model ensures that people who engage in behaviors that put them at risk for HIV and sexually transmitted infections (STIs) receive prompt access to medical and preventive care for for both HIV and STIs. Previously, NYCDOHMH only funded STI-related services at these clinics. The expansion of services addresses critical gaps and contributes to the goals of Ending the Epidemic (ETE) in NYS by the end of 2020.
