Single Source Procurement: Clinical Education Initiative Contract Enhancement - Contract Amendment

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Clinical Education Initiative Program has made a determination to issue a Single Source Procurement to one eligible grantee to support ongoing currently funded projects.

The University of Rochester is a currently funded Sexual Health Center for Excellence. The Center will provide congenital syphilis clinical case management to pregnant residents of New York State (except New York City residents), who have been diagnosed with syphilis or are at high risk of developing syphilis and have been referred by their medical providers and/or NYSDOH Partner Services staff.

The Sexual Health Center for Excellence will increase access to syphilis treatment via telemedicine. Additional activities include: provide clinical case management to pregnant persons diagnosed with syphilis directly or via their existing provider; offer provider education related to provider reporting; serve as a point of contact for state and county Partner Services personnel who are working with pregnant persons and assist them with providing options/ensuring treatment of partners; and provide syphilis screening education to pediatricians/neonatologists, OB/GYN, Family Medicine, and others who diagnose/manage pregnancy.
