Single Source Procurement: PEP Hotline Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health PEP Hotline Program has made a determination to issue a Single Source Procurement to one eligible grantee to support ongoing currently funded projects.

The New York State Department of Health AIDS Institute (NYSDOH AI) is seeking to extend the post exposure prophylaxis (PEP) Hotline contract for twelve (12) months while a new competitive procurement is completed, and a new contract is awarded. The procurement process has been delayed due to COVID-19.

This on-call clinical service provides initial triage/assessment for PEP, without in-person contact, to all New York State (NYS) callers outside of New York City (NYC). The NYC Department of Health and Mental Hygiene (NYC DOHMH) funds a separate contract with the same vendor for calls from NYC residents. A potential HIV exposure is an emergency situation and the PEP Hotline offers immediate access to medications for individuals with a recent HIV risk exposure event. PEP-eligible individuals are prescribed PEP medication and then follow-up with a local health care provider in order to complete the testing, evaluation and related medical treatment.
