Single Source Procurement: Safety Net for Targeted Populations/Sentinel Surveillance

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, AIDS Institute has made a determination to issue funding to three county health departments in the amount of $799,995 to provide screening of chlamydia and gonorrhea in high-risk populations. This project is funded through a federal Centers for Disease Control (CDC) grant administered by the state.

Monroe, Onondaga, and Westchester County Health Departments will receive Sentinel Surveillance funding based on a statewide ranking for chlamydia and gonorrhea morbidity. These funds are only available to NYS commissioned county health departments with Sexual Health clinics outside of New York City (NYC). The county clinic staff will administer the tests and provide follow-up and the contract laboratories will perform the laboratory testing.

The funds will provide for screening of chlamydia and gonorrhea in high-risk populations, specifically through the purchase of nucleic acid amplification test kits, which is the test technology that is recommended by the CDC and the Association of Public Health Laboratories. Most individuals with chlamydia do not have any symptoms; 70% of women and 50% of men are asymptomatic. Similarly, gonococcal infections have a high asymptomatic rate, especially in women. Screening is the best way to identify untreated disease and interrupt disease transmission in the community. The more advanced nucleic acid amplification tests, which detect 25%-50% more infections than the non-culture methods, will lead to an increase in the detection of the number of people infected, thereby promoting disease intervention activities and preventing disease transmission.
