Regional HIV Prevention & Support Services - Legislative Add

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health, AIDS Institute, has made a determination to issue funding to thirteen Community Service Program contracts to include one-time legislative funds awarded in the 2019-20 Enacted Budget. These contractors are accessible & responsive to the needs of the diverse populations/subpopulations most impacted by HIV. They facilitate early access to a wide range of prevention services for individuals who engage in high-risk behaviors, provide support & facilitate access to medical care/treatment for HIV positive persons.

Funding allows for the provision of targeted HIV testing; behavioral counseling; STD/HCV screening; targeted client recruitment; evidence based interventions to HIV positive persons, their partners and persons who engage in high risk behaviors; harm reduction services; linkage and navigation to care; condom education, promotion, and distribution; health promotion activities; community engagement and mobilization activities.

This additional one-time legislative funding also ensures maintenance of a regional structure for collaboration across sectors, including prompt regional response to emerging issues and the provision of prevention and support services. As regional providers, these agencies play a significant role in the implementation of AIDS Institute priorities, which seek to support Governor Cuomo’s three-point plan to end the AIDS epidemic in New York State.
