Description:  
The New York State Office of the State Comptroller’s Bureau of Contracts on 8/2/2022 approved a request for exemption from giving notice in the New York State Contract Reporter for additional funds to be awarded to the Targeted High Impact HIV Prevention and Support Services Programs (also known as the Multiple Service Agencies or MSAs) and Community Mobilization Programs (also known as the Community Development Initiatives or CDIs).
These initiatives serve minority populations, which have been disproportionately affected by HIV/AIDS. The MSAs and CDIs were the first HIV/AIDS service programs to receive funding in New York State and remain the backbone of HIV/AIDS services.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance.
